There are two ways to visit Cancun, or indeed, anywhere. One is to book everything separately - your airplane tickets and your hotel, and when you get there, you pay separately for any activities you want to do - scuba diving, visits to historic or cultural places, and so on.
Or, you can take a package tour, where you pay everything upfront to a single business offering the tour, which covers your tickets, hotel, activities, and most food. Package tours are usually the most convenient way to go…their only drawback is that your activities are circumscribed - you’ve already paid for everything, so if you don’t feel like going on an outing…you’re out the money that you spent to reserve that portion of the package.
